For Farm-Water Rights, Planners Ready to Deal


The deal, which includes a dozen or more water districts, in effect sets aside water for future growth in Maricopa, Pinal and Pima counties. It follows a well-worn pattern in Arizona of shifting water from agricultural uses to cities, a pattern that helped Phoenix convert thousands of wide-open fields into a sprawling metropolitan area.
